The Sant'Anna School of Advanced Studies of Pisa, thanks to the support of the Italian Ministry of Foreign Affairs and International Cooperation (MAECI), held two training courses for magistrates from Chad (‘Terrorism, organised crime, the fight against human trafficking, protection of victims and witnesses’, N'Djamena, 22-25 July 2024) and Congo-Brazzaville (‘International project management techniques’, in Brazzaville, 22-25 July 2024).
The organisation of these new high-level training courses for local judicial actors is part of the project ‘Strengthening the judicial systems of African countries through training (2023-24)’, coordinated by Prof. Andrea de Guttry, which has seen the Scuola Superiore Sant'Anna engaged for several years in training and assistance activities in the Sahel region.

The new challenges of internal and transnational security in the training course in Chad

The course in N'Djamena, held in partnership with the École Nationale de Formation Judiciaire (ENFJ-Tchad), aims to enhance the capacities of Chadian magistrates and prosecutors in facing the new internal and transnational security challenges generated by criminal and terrorist networks. The lessons aim to consolidate the local magistrates' knowledge of the national and international legal framework on terrorism, organised crime and human trafficking, also through the analysis of case studies and the latest judicial practices, a fundamental tool to strengthen the criminal justice response in the fight against organised crime at transnational level. The course sees the participation of Italian and African experts, including Prof. Avv. Pierpaolo RIVELLO, Attorney General Emeritus at the Court of Cassation.

International project management: the main topic of the course in Congo

The training activities in Brazzaville, organised in collaboration with the Ministry of Justice of Congo, focused on international project management techniques, with the aim of strengthening the skills of local magistrates in the development, monitoring, evaluation and reporting of projects that are funded by the European Union and other international donors in the justice sector. In this case, the aim is to improve the capacity of local actors to properly manage the increasing number of international cooperation projects for the benefit of the local judiciary. The importance of this initiative is witnessed by the intervention of the Ambassador of Italy in Brazzaville, SE Enrico NUNZIATA, who chaired the opening and closing ceremony of the Course, together with the Secretary General of the Ministry of Justice of Congo.

The statements

‘The Scuola Superiore Sant'Anna is proud to contribute to this important technical assistance project, which aims to strengthen the skills of actors in the judiciary sector,’ comments Prof. Andrea de GUTTRY, Director of the Course. ‘We are convinced that through cooperation and the strengthening of judicial institutions it is possible to promote the rule of law in an area that is a priority for Italian cooperation and strategic in the geopolitical balances between Europe and Africa.
